Lincoln reports from Committee on Finance, without amendment, "act to regulate the interest on Auditor's warrants," and recommends its passage. He votes with majority to turn down amendment intended to exempt warrants for building state house. He is appointed to represent Sangamon on committee to arrange time of holding circuit courts.
