Early in morning President at Navy Dept. to discuss transfer of naval prisoners. Leaves and returns in hour with Secretary of State Seward. President, Seward, and Secretary of the Navy Welles go to War Department to see Secretary of War Stanton and Generals Hitchcock and Halleck.
