Lincoln directs Secretary of the Navy Gideon Welles to "hear and consider" the requests of "refugees" from Virginia who seek to "remove their families and property to protection within the Union lines, by means of our armed gunboats on the Potomac River and Chesapeake Bay." Lincoln states that "many persons" have applied for "permission" to relocate, and he asks Welles to determine the "proper" way to assist them.
