Hunter's General Orders No. 11 freeing slaves in Dept. of South void, and "that neither General Hunter, nor any other commander, or person, has been authorized by the Government of the United States, to make proclamations declaring the slaves of any State free." Congressional delegation from Maryland, with 50 constituents from Prince George's County, visits President regarding Fugitive Slave Law. Lincoln assures delegation that Gen.
