Gen. McDowell meets President early in morning and accompanies him to Washington. Party arrives at 2:30 P.M. and dines at Comdr. Dahlgren's. Drive from Navy Yard to White House interrupted when excited horses immobilize President's carriage. Trip completed in another carriage.
