Early in morning Lincoln calls on former Lt. Gov. Gustave Koerner (Ill.), still in bed at hotel. Soon Lincoln returns with Norman B. Judd, Chicago Republican, to talk over appointment of Sen. Cameron (Pa.) to cabinet. Lincoln is "very much distressed." Koerner and Judd oppose appointment, but Lincoln seems to think it necessary. T. J.
